Fundraising Materials for AGLI-FPT

Here are the fundraising materials I will be sending out to Quaker meetings and churches around the USA and Canada.  I look forward to corresponding with Friends at these congregations, and together learning how we can participate better in fellowship and witness with our extended family in other countries.

When I get it, I will add in the minutes from the December 2010 Business Meeting of the 15th St. Monthly Meeting, where the meeting expressed its "spiritual support and approval" of my ESV volunteership with AGLI-FPT.

"Congo Fatigue" in US diplomacy in the DRC 2006-2008

Interesting interview with experienced former US diplomat Tony Gambino (by Jason Sterns / Congo Siasa).   Here's some long snippets.  Gambino says the US basically needs to pay more attention.
JS: "What would you do differently?"
TG: "My list of three priorities for the US: Help secure the eastern Congo, see that elections are free and fair and get serious about governance as a whole. This list is not different from the list you would hear from US officials. But while the US says it cares about these, it has not organized its engagement to make a serious difference in any of these areas. It’s the level of engagement and commitment that needs to change."
Some recent background:
TG: "After the Congolese national elections in 2006, the US and other concerned states made a fundamental mistake. It is well known that countries coming out of civil war with a fragmented, fragile political system are at high risk to relapse into conflict. Therefore, increased, enhanced engagement is what is required. However, the US and other Western states decided that once elections had been held, now Congo was OK – it was, after all, a democracy now – and it was time to scale down. Ultimately, this decision was driven by nothing more than “Congo fatigue” in Washington and other Western capitals. “Congo fatigue” is an intellectually barren way of thinking about the Congo, and it led the US in 2007 and 2008 to do precisely the opposite of what it should have done. US policymakers still struggle with the consequences – an international community that keeps providing money, but remains intellectually and diplomatically disengaged. As a result of this international disengagement and extremely poor governance within the Congo, the country began to drift. Conflicts broke out again in the East, and there was a lack of progress in consolidating state institutions to provide a basic minimum of security, justice and other basic state services. This is the situation in the Congo today."

SVI and Drivers' licenses

Now there may be no cause-effect relationship here, but you never know how the world works.  In August 2010, AyJy and I wrote to our congressperson asking for drivers' licenses in Iraq to clean up the horrendous traffic.  And now my SVI correspondent in Iraq just mentioned to me that they're giving out drivers' license exams!  Might be the best possible birthday present I could have received.

My email went as follows:

Dear Representative Nydia Velázquez, c/o Max Trujilo

First, thank you very much for your hard work stewarding and improving the government of our country. My wife and I are American citizens, in the 12th district of New York City, in Bushwick.

We are concerned with the continued instability in Iraq, and have focused on the issue of driver’s licenses. The unavailability of driver’s licenses to Iraqi citizens causes serious problems for traffic enforcement and transportation.

We would appreciate it greatly if you would endorse and forward a copy of the attached letter to the following offices:

Mr. Christopher R. Hill
US Ambassador to Iraq
Embassy of the United States
APO AE 09870

Mr. Ad Melkert
(United Nations) Special Representative of the Secretary-General for Iraq

Thank you for your time and consideration in this matter. I appreciate the difficultly in addressing these issues but believe this is an important step in making progress to stabilize Iraq...

Here is a link to AyJy's and my attached pdf letter.  And here is a link to a news article about the new drivers' licenses.

Now I'm not saying that Mr. Max Trujillo ever got back to me on this, but clearly someone ended up setting up the drivers' licenses bureaus.  Thanks a bundle to Elizabeth Threlkeld and David Mann and everyone in SVI for helping advise us and revise on content and format.  Thanks to our correspondent, and most of all, thanks to the Iraqi government officials, for getting it done.  Hurrah!

Solidarity Voting Initiatives

How can we improve our humanitarian foreign policy advocacy?  I think we should start offering advocates direct phone connections to beneficiaries.  Why isn't this happening?

Many of the biggest problems in international development fly in the face of fundamental economic assumptions like perfect information and competitive advantage.  The continued difficulty of establishing international peer advocacy networks is yet another example.  So, we will need to zoom in individual incentive concerns to look at barriers to growth of these networks.

Let's take a moment to look at broad concepts, to see if direct communication is even theoretically reasonable.
  • Consider a US citizen who wants to support the Sudanese population.  What are her barriers to initial participation? What doubts or concerns limit the supply of US advocates?  It's not sheer time-of-day, because 1-800-GENOCIDE is extremely efficient.
  • We suggest that a primary barrier is personal contact.  And, we suspect that this personal contact can be achieved through phone calls.  What if any American frustrated with our foreign policy could pick up a cellphone and call - for free - an English-speaking Sudanese refugee in Darfur, any day from 4pm-8pm?  What if this could be a Skype videoconference?
The advocacy professionals I have spoken with so far about this have not been interested in trying this idea.  I think that's just because I haven't found the people in the right positions yet.

Consider the following economic questions:
  • How much economic benefit does the median Sudanese household receive from one US citizen's phone call to a congressperson's office through 1-800-GENOCIDE?  What is the value of this phone call, in terms of labor-hours?
  • Considering the budget and spending preferences of anti-genocide advocacy groups, how much financial resources are they willing to provide to make the calls-to-congresspersons happen?
So here's the bare cost-benefit picture.  If the social surplus is large, then the project is conceptually feasible.
The cost of a phone-card call to Sudan is $0.15 / minute.  For lack of better information, let's assume that the cost of owning and receiving calls on a cell phone in Sudan is another $0.15 / minute.  So total hard costs are 30 cents / minute, or $4.50 for a 15-minute call.

Cost of time is another consideration.  Let's assume that the benefit to the advocate of connecting directly to a new friend in Sudan outweighs the cost of their personal time.  However, lost time and wages for the Sudanese person answering the call are also important.  If they do not own their own phone, they may have to travel for some time to get to an NGO office to take phone calls from advocates.  They may also need to spend some time preparing to answer the calls.  Let's assume that a 15-minute phone call requires half an hour of the Sudanese partner's time.  For an educated English speaker, this may be another couple dollars.
  • Total costs of a call to Sudan = $4.50 in phone bills + $2.00 of Sudanese professional's time
  • Total benefits = ?   How many advocacy calls to Congress and policymakers will each call to Sudan generate?
However, idealized economic opportunity costs are only part of the picture.  Sudanese professionals and even average citizens will be very busy working on a daily basis.  Professionals may not be interested in rescheduling their time on short notice to take a call, even if it pays well.  And although $2 might be a day's wages for an average citizen, they are also probably busy all the time.  So taking time away from permanent occupations to commute to trainings and call sessions might be a difficult intrusion into a Sudanese person's lifestyle.

Regardless of all these problems, offering foreign humanitarian advocates a convenient opportunity to consult directly with beneficiaries of improved US foreign policy could be a big improvement.  Books and youtube videos are great, but there's something special about an immediate personal connection.

MAZEMBE, one-week plan, Alex Douglas interviews on Burundi, and Map-literacy

Alas, after playing in the FIFA Tout Puissant Mazembe lost to Inter Milano (0,3).  Now Mazembe faces an impending mass exodus of its star players to Europe.  Link to video of final match highlights.  Here is an interesting article about Moise Katumbi Chapwe, owner of Mazembe.  According to that article, Katumbi spends more on some of his players than other African teams have for their entire budget.  For fun, check out this video of Mazembe players celebrating in the locker room before the semifinal (which they won).

Focus tasks before I leave the country:
  • Catch up on email correspondence
  • Study Swahili
  • Send out 200 fundraising letters
  • Study Kinyarwanda
Here's a link to a great 40 youtube minutes of Alex Douglas explaining her work with FWA in Burundi, and Burundian history in general.  Pulling out names and dates and history off-the-cuff with aplomb.  Here is a link to Alex's Oct 2010 assessment report on the past year of Healing Reconciliation in Our Communities workshops organized by Zawadi Nikuze, AGLI-FPT, and company.

Finally, Alex's blog also linked to some very interesting maps, showing how big Africa really is, compared to our skewed maps that place the Equator way below its rightful spot in the middle of the page.

Please, no one pull a "Zidane" in the Club World Cup final tomorrow!

(Kinshasa) Congolese squad MAZEMBE will play against the European champion Inter Milano on Saturday.    Considering my upcoming trip to Goma, I will of course be rooting for MAZEMBE tomorrow!  And, I expect there won't be any headbutting for whatever reason, please.  This is the first time any team not from Europe or South America has made it to the FIFA Club World Cup final match.  Watch the semifinal video and check out articles on the Congolese fans, on Diyoko Kaluyituka, and on the MAZEMBE team in general.

Now, Cameroonian star of Inter Milano Samuel Eto'o headbutted a player as recently as November 21, 2010.  This example is interesting because the referee didn't ever catch the foul, and it did not affect the course of the game at all.  Eto'o's headbutt was caught by the TV, though, and he eventually received a three-game suspension.

Soccer/football may not be as bad as hockey, but it has its share of drama and violence.  Headbutting is probably the worst intentional fighting that occurs.

Zinedine Zidane's headbutt and red-card in the 1996 World Cup final shocked the world, and helped France lose the game.  But this is only the most famous example.  I don't know how long it's been around soccer/football, but headbutting during the game is a consistent phenomenon around the world now.  One Brazilian indoor soccer player even headbutted his referee!

Let's not neglect the flip side of the headbutting, which is common racial insults on the field and in the stands.  Although he's evidently not a pacifist, Eto'o is reluctantly but routinely forced into the role of racial statesman.  He won't even bring his children to his matches so they won't have to see the frequent racist treatment.  This video shows Eto'o walking off the field in protest during a 2005 match where he received racist jeers from some of the crowd.

I expect this game won't have problems though.  It's a collegial atmosphere, and set in the international city of Abu Dhabi.

Noon EST, Saturday 12/18!  MAZEMBE!

Ghost-Photos from World War II

Incredible images of Russian and German cities, with modern and wartime photos superimposed
Link to photographer Sergey Larenkov's website here.

A comment on the photo of the blown-out building linked to an online first-person account of firefighting efforts during the 1942 bombings of Leningrad.  Here is a copy of a Google-translated version:

Chapter 5.
Tragedy on Borovoy
1942. November 8, Monday. Brought many troubles bombs dropped on the street Borovoy. Several houses have been destroyed, there was a big fire. Affected about 60 people.
AV Burov. embargo, day after day
Together with the entire country Leningrad celebrates 25 years of the Great October Socialist Revolution. Despite the blockade, the city was still decorated. Day 7 November was relatively calm, apart from a few high explosive bombs dropped by the Nazis in the Moscow district. Fighter aircraft and air defense of the defense were on holiday watch - for three festive days were shot down over Leningrad 22 aircraft of the enemy.

But the day on Nov. 8, an enemy plane is still broke the city and threw several explosive pyatisotkilogrammovyh bombs. There were two lights up homes that were quickly extinguished by local militias MoEHE. In place of the fall of bombs were sent to fire patrols, but no sign of fire was found. Firefighters assisted units in the district headquarters MoEHE lesions demolition rubble and retrieve them from the victims, seen as employees of district executive committee promptly loaded into trucks surviving property from victim's home and resettled homeless people. They have been very few. There were no signs of trouble. But on the night of November 9, at 2 hours 52 minutes regional headquarters MoEHE received from his post monitoring the first alarming message: the Borovoi street 26, where a semitone bomb disorganized five-storey house on fire. Message was received also from the candy-chocolate factory, located at the corner Borovoy and Socialist. Apparently, one of the premises of an apartment house at the time of the fall of the bomb burned some heating [54] center or home-made lamp. This little ochazhok could gradually flare and broken and splintered wooden structures develop into a great fire, bright flame lit up the night outside.

At 2 hours 53 minutes, the fire-pump left school early nachsostava, located at the corner of Prospect and Lithuania Bypass Canal.

By this time the fire service headquarters of the city also received several messages from the observation posts, sent to the fire-pump the second school, the 7 th-pump fire brigade and the 4 th precinct team MoEHE.

The cab-pump school junior nachsostava next to the driver sitting head of the school GE Selits-cue. After the evacuation of the Faculty of Engineering Fire Defence in Baku, head of the department of fire tactics Selitskii was a prominent specialist on in Leningrad and was appointed head of the school, which, along with parts of the district participated in the extinguishing of the most difficult fires. Here and now, having reached first, he peered into the bright glare of a large fire. -Pump barely made his way to Borovoy. Explored the rubble and a huge bomb craters in the middle of the street, the driver, frantically turning the wheel, finally arrived close to the burning house. In the middle of the house was burning a pile of milled designs, from which ascended to heaven sparks and burning goloveshek. The crackling flames, the roar breaking designs and unbearable heat is not even allowed to conduct reconnaissance of fire. One thing was clear Selitskogo - to suppress such a focus needs considerable force and fire one pump out of the question. A glow must be eliminated as quickly as possible. After all, has long been clear to the tactics of the enemy: the glow of a fire at night or smoke landmark day to open artillery fire sighting. And this new failure, the new victims.

- The Messenger - called Selitskii - transmit a signal number 4, Borova street, 26. Follow the Glazovskaya {8} , Socialist and Borovoy from Ligovka. Travel from the Bypass canal no! Clear? Perform? [55]
- Comrade Chief, I have tried to establish a connection, but phones do not work everywhere, apparently, broke the cable.
Connected combat crew school Anya Butorova guiltily looked at the head of school, like the phones are out of order on her personal fault.
- Or, scoot up to our school? Then three hundred meters, if courts? And from there, so over the phone will give a signal to headquarters.
- Well, well. Perhaps no other choice - Selitskii agreed, and she began to run on the littered street.

(In May 1943, a brave connected Anya Butorova oil depot on fire "red oil man" will come under artillery fire, and a fragment of a projectile would leave her without a leg).

Sending a coherent, Selitskii began to inspect the burning building. High-explosive bomb struck the left side of the facade of the house, brought down a staircase and covered entry arch. Nearest to a nearby house stairway survived, and it appeared to create a possibility of occurrence of her last-minute floor adjacent courtyard wing, but the overlap of the wings have been suspended since the outer wall collapsed and the fire quickly spread on the bare structures, going to the attic . Courtyard was littered with crumbling part of the street wing. Gun blast windows and doors Nadvornaya wing caught fire from the heat produced by the main fire. In adjacent to number 26 houses number 24 and number 28, equal in height, roofs were torn off and covered in his time superphosphate, fireproof WELDING rafters and purlins restrained the development of several loft fire, but could ignite at any time. The blast was also hit a three-storey house number 17, stood on the other side of the road: taking off on his razvorochenny attic sparks and set fire to bunt well.

Worried Selitskogo and water. This district the Frunze district of the city had no natural or artificial water sources, except for the Bypass Canal, but the steepness and height of its banks precluded the installation of a fire-pump. Fire water supply was solved here [56] due to an extensive network of fire hydrants located on highways fire-economic urban water supply network with diameters from 4 to 24 inches, it would seem, completely ensuring the pumps. But in water supply networks, due to lack of electricity, the pressure was only about half of the atmosphere, which could hardly ensure the work of the four-pump, placed at different parts of the network. Outside air temperature was minus twelve degrees, so when you stop the water in the lines that they can fail due to freezing.

Very soon, with the surrounding streets began to be heard signals "cuckoo". Hence, Anna ran and passed a message to headquarters. And then with Soykina alley for upland drove car combat units Frunze district. She climbed out of the team leader, one of the oldest fire Garrison, Alexander G. Bogdanovic. A tall, thin man with an ascetic, pale face, in light of nickel-plated helmet "kavalergardochke, always chic, with a special sitting on his head (he did not recognize any liner in any frosts), Bogdanovich was famous for its exceptional durability and a rare ability to transfer any smoke. Behind him out of the car seemed to Senior Inspector RUPO Anatoly Gavrilov, the teacher was disbanded at the beginning of the war schools NCO them. Kuibyshev.

On the Status of Selitskii made available to arriving Chief District Office. He quickly went to Bogdanovich, but he stepped forward, put his hand to his cap helmets and asked loudly:

- What will be the indication, George E.?
Selitskii already used to that out of respect for his knowledge and experiences sometimes disrupted the system of decision management, therefore, not becoming a wrangle, he simply said:
- You see what a difficult fire, Alexander G.? No approaches. Not enter into the courtyard - the stairs collapsed. Try to explore approaches to Glazovskaya street. Take-pump 2 nd team and act. The first stems enter the main chamber.

By order of the staff arrived at the fire task force of the city. It was headed by Boris D. [57] Ivanov. Its not in any rush of fire with anyone could be confused. Perhaps, the only fat fire in Leningrad, he had a mountain towering among malnourished officers and men of combat crews. Fat face with full lips and bulging eyes expressive of calm. For his immense back Selitskii not immediately spotted the Chief of Staff RTP Sergei Ivanov and Chief of the rear Theodore Milyudkova.

- George E., manual fire extinguishing assume - after hearing a detailed report Selitskogo, "Ivanov said. - The fire seriously, and from the headquarters of the city MoEHE require faster than its localization. Understand they can - you do not want the holidays such fireworks. After all, the fascists will not fail to extend the pockets of aimed fire. You make your way with their cadets on a staircase at home in 1926, Bogdanovich let continues to operate with Glazovskaya street, and I'll be on the facade. You, Fyodor, - he turned to Milyudkovu - order of special importance - let the water! Try to connect with water utilities, insists on increasing the pressure on the network. Offensive to guide them Borovoy and through the arch into the courtyard. All trunks letters "A" with rolled showers. Take Action! Yes, and what it's Soykinom lane?

- Fugaska landed in the former church building used by factory "Bolshevichka a storehouse of textiles and thread, - said Selitskii. - There are 5 th team led by Rakovich tank and the third team, who sent back the first pump 1. I know that the water they have extracted. My first-pump with two groups of students here at Borovoy. Allow me to go to them?
- Go! - Allow Ivanov. And Selitskii hurried to his cadets, punching with two barrels through the window openings of the facade of the building.

Meanwhile, Bogdanovich has introduced six barrels through the arched openings with Glazovskaya streets, Head 7 th team Wasilewski, knocking the fire on Ignition window frames the courtyard wing, started the trunk in the stairwell wing adjacent to the facade. From all sides - from the Socialist streets Volokolam alley with Borovoy, from the streets of Marat - firefighters pulled hose lines. Out calculations on the positions 4, 5 and 8 teams. When the deputy arrived at [58] Golubev, Head of Department, the fire was surrounded. After hearing a report Ivanov and taking leadership, he ordered to organize in a house heating and Recreation personnel. By all accounts the fire was on the decline.

- Placement of people will not change. Done right, - said Golubev. - I go around the hearth, and see what is on the sectors.

From the very first steps of the head of extinguishing the fire felt that all was not right, as it seemed at first. Obviously there is a shortage of water. City water could increase pressure on the network, and many of the pumps choked, leaving no water has come to grips with fire firefighters.

- Water! Water! Not enough water - met RTP Head Guard 2 nd team, advancing to the fire in the yard with Glazovskaya street. - Comrade Chief, what do you do? With water shortages - have to retreat - reported Bogdanovich and sadly waved. There's nothing worse for the fire, as seen already zatushennye sites again erupted once again begin their dance of the flames.
- Call gorvodoprovod, explain the situation - told Bogdanovich Golubev. - For now concentrate all forces on the main focus.
- Comrade Chief, in the center lane Soykinom liquidated - went to the chief Golubev 5 th team Anton Rakovic. - The demolition and pouring his boss left guard. Allow me to his people. They work on the facade of the building.
- Of course, Anton Osipovich. Join the guide and his men, often stem change. They have a very difficult position.

Golubev was well aware of the low dense head the team. Modest, laconic, seemingly unremarkable Rakovic kept his unit in good order. Technique shone excellent purity, and it was not the case that it summed up in the fire. And people from many different teams neatness in dress, neat, precise teamwork.

- Be careful - added Golubev, releasing Rakovich - all the time go caving. Take care of people. [59]
- Sergey Gordeyevich, calm down! - Golubev appeared before the deputy chief of the Leningrad city police Averkiev.
- What happened? - Asked RTP.
- I hear that you have with water is bad. But by all means necessary to contain the fire. In no case can not prevent its development until the Bypass Canal. Under the bridge stock of explosives. It is difficult to imagine what can happen, I'll walk back fire!
- Do not worry Ivan, it is possible - Golubev said - I think that transportation for several hours, but not in one house on fire is not empty. And if you authority police are working on Water channel to raise the pressure in the network, it will be the best guarantee for the speedy elimination of fire.

Golubev was well aware that if you fail the water, extinguishing the fire is delayed for a long time. But inspire confidence in the first results - fire in the factory "Bolshevichka extinguished in the attic of houses number 26 and number 28 came from the trunks of 7-I team and the junior school nachsostava. Ordering the call to replace Daniel's, he walked around with it on fire Borovoy, Glazovskaya and Volokolamskaya, said positioning of the-pump, the position of existing units, and handed the firefighting young deputy chief of fire services and the UPR served in management - the chief of UPR Colonel Serikov ordered be at 8 o'clock on the wire, will call from Moscow. He went peacefully, knowing that with the guidance perfectly cope avowed tactics fire Danilov, and even at the last minute received a message from the chief engineer Gorvoda Lipkin, which is taking all possible measures and the pressure in the network will be upgraded.
Understanding veyu significance of their work on this festive day, firefighters were working at full capacity. The crash occurred suddenly. Remains of the five-story wall facade of the house on the street Borovoy started, staggered, and as if oplyvaya, went down, burying the brick avalanche crews working on these, the positions of units.

People froze. After the roar of the collapse of the wall in the ensuing dead silence only heard the whistle [60] The water jets from the lost at some point, management trunks. By stairway loft house number 28, jumping over several steps, ran to the accident site Danilov. Everybody who was on fire - and the battle sites, and in the rear - rushed to the scene collapse. A few seconds, people stood in somber silence as to the grave of loved ones. Then he frantically began to scatter fragments of brick, tear pink like okraplennuyu blood comrades dust. But the fire did not stop at the human tragedy that goes off by itself a sign of mourning for the dead! And under the bridge Bypass Canal warehouse of explosives! And if you miss a fire there, the accident at the fire could turn into a tragedy of the city ...

- Attention! Stem on their positions! All free from work on the positions of firefighters to begin excavation of the dam - a loud command Danilova.

To rescue the victims were thrown all the forces of the besieged city. Does not seem to have time to settle the dust after the collapse, as to the accident site arrived units of emergency service, new parts of fire prevention, fire fighters Komsomol Regiment. Two hours of continuing excavations. But few people are able to extract from the rubble walls alive. Signs of life served the chief guard of the 5 th komandry Ambrosovich, commander of the same team Ermakov, the men the 37 th team Martynenkova and the 7 th team Milutin, the cadet school Golosovker. Doctors have long fought to save the life of a gay, cheerful girl, a soldier's 5 th Team Nadia Baikova.

- I'm going to live? - She asked, regaining consciousness in the ambulance on the way to hospital.
- And how! In front of you in front of a huge life after the victory, - the doctor took the girl's hand. She smiled faintly. A minute later Nadia died.

Serious was on this festive day for the relatives and friends firefighters killed in the line of duty. The body of seventeen firefighters were near the street where their comrades continued to fight the fire. Latest from the dam removed the 5 th Chief of the fire brigade Anton Rakovich. He died along with all the calculations of the second-pump, which led [61] attack on the fire on the most difficult part of building facade on the street Borovoy. Near work and now lay beside seven cadets school junior commanders, seven youths have not even had time to realize that one of the most dangerous jobs on earth - the profession of fire.

November 10, 1942 № 440402
Chief GUPO NKVD Major General Bogdanov

November 8, 1942 in 23 hours and 25 minutes in Leningrad, was an air alert. Broken through to the city single enemy planes bombed the city, dropping several FAB and ZAB. As a result of the raid in the city have two fire, which was immediately extinguished by local militias MoEHE. In areas falling FAB our patrols and posts signs of fire were found. In 1 hour 53 minutes followed by a rebound Tues In 2 hours and 54 minutes, ie, more than. three hours after the bombing in one of the lesions on the FAB Borovoy street, M 26, or unknown causes a fire. The fire appeared in the middle of a five-story apartment building, where a blast of a large size (not less than 500 kg) there was extensive destruction of the entire height of the building.

By the time the fire district fire GIC has already covered all the destroyed part of the building both horizontally and vertically, burning spread rapidly, helped by the naked combustible construction and the strong vertical air motion, which passed into the atmosphere large sparks and the head and spreads to adjacent areas. The threat of fire distribution are not only undefeated side of a burning building, but also to the neighboring houses. Soon the fire actually moved on to other buildings: lit bindings in a number of five-storey windows Nadvornaya outbuilding adjoining the end face of the burning building, ignited the roof on a dilapidated three-storey building explosion on the opposite side of the street, and burned the roof and top floor of house number 3 on Soykinu lane where during the bombardment also hit FAB. Due to the difficult situation was the signal is number 4 and the fire caused by 38 cars.

Vigorous actions of fire brigade two hours later, fire was localized within the damaged part of the building, ie, an area of about 500 square meters. meters. Not affected by the explosion and paddy room in a burning house, outdoor outhouse, as well as Ignition house, located on the opposite side of the street, managed to completely save from destruction by fire. Burning at number 3 on Soykinu lane was quickly eliminated fire departments in a timely manner crosses it from the main fire. As a result of tanning burned only destroyed the building. [62]

The process of extinguishing the fire is somewhat complicated due to insufficient water pressure, as well as cluttering up the approaches to the building.

At the time of liquidation of burning on the scene of a fire disaster occurred. About 6 o'clock in the morning suddenly turned over to the side streets of the five-story walls and rubble fell asleep 23 fighter and commander of the fire brigade.

No external signs indicating the possibility of falling walls, and no further than the explosion, sudden impacts on the wall until the fall she was not. In all likelihood, the wall was badly damaged by the explosion and kept from falling only links from intercommunication floors. But as the burning and the strain on the temperature influences intercommunication structures superimposed relation, apparently disintegrated and the wall suddenly capsized.

The disaster has not brought confusion into the ranks of employees of fire protection. Under the leadership of nachsostava all free to work in positions of personnel was hastily thrown to victim assistance. After a short time 5 people have extracted from the wreckage alive, but with the wounds of the body. All of them were immediately sent to the hospital. The remaining 17 people recovered from the wreckage of the dead.

Among the wounded are:
commander of the guard 4 GIC. Ambrosovich, a broken ankle left leg;
